On the bright side: Now I know this game CAN achieve a satisfying performance without complex work. I always considered such "tweak" as more or less a placebo but this is the first time I feel stupid of my ignorance and regret didn't try it out the first day. FPS now floats around 39 but everything feels smooth as silk. FXAA and everything else set to high (Edit: Thought it was maximum lol ) except Depth of fields, Draw Distance and Bloom. The exact performance I would expect on my computer.
Turning down visual effects helped only a little while turning up a few of them will turn the game into a slideshow. Game stutters so much that even make me feel like motion sick. On 1920*1080, everything turned down and off except texture quality in high.
Running Arch Linux with proprietary driver (361.18-3). The INI tweak fixed my problem like magic.
